Yes, you can offer your podfic to be remixed (but only if you wrote the original story - not podfic you've done of another author's story), but someone would need to remix the story (i.e., make substantial changes) rather than just transcribe it, if they were doing a written remix (and if they were doing a podfic remix, they couldn't just re-record it; again substantial changes need to be made to the story to make it a remix).
By the same token, you can record a podfic of a remixed story - just straight up podfic doesn't count as a remix here, because while it's transformative, it's not an actual remix.
